Temple Tourism or Territorial Encroachment? Cambodia Says Thai Activities Violate International Law
Cambodia’s Ministry of Culture and Fine Arts has issued a strong protest to Thailand over public events, religious ceremonies, and tourism activities held at several ancient temples along the Cambodia–Thailand border.
According to a statement released on May 16, Cambodian authorities claim that Thailand’s actions violate Cambodia’s sovereignty and breach international law.
Cambodia Rejects Thai Activities at Border Temples
The ministry stated that Thai authorities recently organized public gatherings and tourism visits at three ancient temple sites:
Prasat Khna
Ta Moan Thom Temple
Ta Krabei Temple
Cambodia insists that all three temples are located entirely within Cambodian territory under internationally recognized border agreements.
The Ministry of Culture strongly rejected what it described as attempts to “normalize or legitimize” unauthorized control and activities on Cambodian cultural heritage sites.

Cambodian officials argued that the ownership and sovereignty of the temple areas are supported by:
The 1904 Franco–Siam Treaty
The 1907 Franco–Siam Treaty
Other internationally recognized border demarcation documents
The government stated that no unilateral activity can legally alter sovereignty or territorial status under international law, including Article 2(4) of the United Nations Charter.
Cambodia also accused Thailand of attempting to create “facts on the ground” by increasing tourism and official activities in disputed border areas to strengthen territorial claims.

Illegal exercises of authority
Serious violations of Cambodia’s territorial integrity
Activities that risk escalating regional tensions
Cambodia emphasized that it does not recognize any legal effect resulting from the events or tourism operations conducted by Thai authorities at the sites.
Officials also warned that continued actions could undermine peaceful diplomatic efforts between the two neighboring countries.
Cambodia Calls for Immediate Halt
The Cambodian government urged Thailand to:
Immediately stop all activities at the temple sites
Remove unauthorized measures
Avoid actions that could increase border tensions
Cambodia reaffirmed its commitment to protecting its territorial integrity and cultural heritage through peaceful legal and diplomatic means.
