Government plans to expand scope of special investment promotion program nationwide after success in Sihanoukville!!!!

A senior official of the Ministry of Economy and Finance claims that to further encourage investors, the government will expand the scope of the special program to promote investment in the nationwide framework after the program has been successfully implemented in Sihanoukville.
Under the initiative of Prime Minister Hun Manet, the "Special Program to Promote Investment in Sihanoukville 2024" was officially launched on 31 January 2024 and has continued to be implemented until now.
Hanh Sahib, State Secretary of the Ministry of Economy and Finance and Chairman of the Sihanoukville Investment Promotion Task Force, recently stated that the Royal Government of Cambodia may implement a special investment promotion program nationwide as it has been implementing in Sihanoukville.
He stated: "Private investment in Cambodia, as mentioned by H.E. Mr. and Mrs. Thiem Lam, has increased a lot in the past 2024.
He added: "Overall, in 2025-2026, the Royal Government will also roll out a special program for boosting investment nationwide only once, which means will provide more incentives to what is in the Investment Law for this investment task.
The Sihanoukville Investment Promotion Special Program 2024 provides 3 unique benefits to investors to support and further encourage investment attraction and industrial development in Sihanoukville, which includes: 1. Investment projects involving stuck buildings, 2. Investment projects that do not involve confined buildings and 3. Expansion of investment and business projects.
Branch Chairman of Century 21 Zillion Holding Sihanoukville, Mr. M Seng Hoa, supported the Royal Government's initiative to expand the scope of the special investment promotion program across the country, as the special investment promotion program being implemented in Sihanoukville has been making investment activities related to stalled buildings gradually start to revitalize.
"Regarding more than 1,000 stalled buildings in the past few years, now since the implementation of the special investment promotion program approximately 1 year ago, it has achieved better results.
He added that Poipet, Bavit, and Siem Reap are all major economic poles, if the government expands the special measures to promote investment there, these areas will have more investment activities in the construction and real estate sectors, especially stalled projects.
He said: "I would like to mean that if the government takes the principles that are implemented in Sihanoukville and applies them everywhere, I think it is good and a positive sign for foreign investors.
As of February 2025, the Sihanoukville Investment Promotion Task Force has decided to provide incentives to 269 projects with an estimated total investment capital of USD 6,669 million.
The team will fulfill 2 main core tasks, including: 1. Continue to monitor, supervise, and promote the implementation of the 269 projects. Coordinate the provision of practical incentives and address the challenges and demands of the project owners, according to H.E. Prof. Han Sahib.
He also said that over the past years, the working group has carried out a variety of tasks such as facilitating the issuance of construction permits, enterprise registration, tourism licensing, real estate development business licensing, construction of access roads to the project site, connecting the road crossing from the project site to the wastewater treatment basin, setting up the wastewater treatment basin system to boost investment, and coordinating the settlement of disputes outside the court system for projects involving stuck buildings.
Through all these activities, it will also help attract and promote investment in the establishment of more and more sustainable special economic zones and industrial parks.
