The Royal Government of Cambodia has appealed to the regional and international communities to participate and encourage an independent investigation following the incident in which Thai soldiers shot and killed a Cambodian civilian near the border area. This appeal reflects Cambodia's deep concern regarding the incident, which is expected to constitute a violation of human rights and the use of excessive force.
Cambodian officials reported that the shooting occurred in a border area where Cambodian civilians were traveling and were unarmed. They criticized that using firearms on people who are unarmed is a serious violation of military ethics and international obligations that must be respected by the armed forces.
The Cambodian government has called on organizations and partner countries in the Southeast Asian region, as well as international organizations with the authority, to participate in promoting an independent investigation to uncover evidence, ascertain the truth, and determine accountability, to ensure that this case does not go without justice.
A government source added that Cambodia does not want political tensions with neighboring countries to arise, but it cannot tolerate the death of civilians without reasonable cause. The call for an independent investigation is an important step in protecting human rights and ensuring that incidents costing human lives do not happen again.
Phnom Penh has also appealed to the Thai authorities to ensure the safety of civilians along the border and to closely cooperate in investigating and resolving this case according to international norms.
