Prime Minister-led commission to eradicate online scams in Cambodia?

 Prime Minister Hun Manet has set up the Commission to Combat Online Scams (SCAMS), empowering authorities to crack down on and enforce all online fraud laws.
The measure comes after Cambodia was considered a fraudulent location by some international groups focused on cracking down on technology crimes.
According to the Prime Minister's decision signed on February 20, 2025, the Commission will be responsible for implementing, coordinating, and operating the fight against online scams.
The Commission shall be composed of inter-ministerial, sub-ministerial, and sub-national administrations with the authority to intervene if necessary.
According to the ruling, it said: ""C.B.ch.B. Monitor, supervise, and evaluate the performance of ministries, institutions, units, subnational administrations, and relevant capacities in combating technological fraud, cooperate with relevant countries to combat technological fraud, as well as perform other tasks as necessary to ensure the effectiveness of combating technological fraud."
The commission is headed by the Prime Minister, chaired by eight Vice Chairmen, the Deputy Prime Minister in charge of Foreign Affairs, Economy, Defence, Interior, and Justice, the Chairman of the Anti-Corruption Commission (ACU), and one Executive Vice Chairman.
Among the members were several ministers, the Commander-in-Chief of the Cambodian Armed Forces, the Chief Commissioner of the National Police, the Director-General of the Immigration Department, the Director-General of the Identification Department, the Deputy Commissioner General of the National Police, the Secretary-General of the Cambodian Commercial Gambling Control Commission, the Commander of the 70th Brigade, the Royal Thai Navy, and all provincial governors.
According to the ruling, stated: "C.B.ch.B. PUT IN PLACE MEASURES TO SUPPRESS ONLINE SCAMS, PUT IN PLACE MEASURES TO PREVENT AND CURB ONLINE SCAMS, PROVIDE NECESSARY GUIDANCE, COORDINATION, SUPPORT AND INTERVENTIONS TO PROMOTE THE PERFORMANCE OF MINISTRIES, INSTITUTIONS, UNITS, SUB-NATIONAL ADMINISTRATIONS AND RELEVANT CAPACITIES IN COMBATING TECHNOLOGICAL SCAMS TO BE HIGHLY EFFECTIVE."
Yen Poo, an expert in political geography, said that the establishment of the commission shows the political view that the Cambodian government perceives that online scams are something that must be addressed.

The resolution states: "In case of necessity, through the delegation of authority of the Chairman C.B.ch.B. Chief Secretary C.B.B.B. cooperates and coordinates with all types of armed forces and law enforcement officers from ministries, institutions, units, sub-national administrations, and relevant capacities in fulfilling suppression operations and combating technological fraud."
Kim Ni, an independent society researcher, supported the creation of a commission to tackle corruption, which has severely damaged Cambodia's reputation, including investments.
He stated that it was the right and timely measure, but he also expressed concern for the sustainability of the long-term measures.
Mr. Kim Nee told Phnom Penh Post: "In our district, there has been the establishment of a sub-commission for responding to hot stories before, it is often without knowing why, but it explodes suddenly and then goes silent, including forest and land matters."
If Cambodia does not have the political will to deal with the problem, Cambodia is considered a mafia country that can suffer such sanctions.
Mr. Yen Po told Phnom Penh Post: "The Commission needs to take action to crack down on online scams as soon as possible because it involves a lot of problems, which is seen that we are a scam country, it is difficult to cooperate with various operations, including investments.
He understands that the establishment of this commission has merit when the Prime Minister is politically committed to doing this task directly, which shows the highest level of care.
However, he observes: "Some entities may overlap each other, some of whom hold multiple commissions, etc., or call each other a lot."
Mr. Kim Ni emphasized that the Prime Minister cannot do the work from the top to the bottom alone.
He stated that the subordinate officials who are the beneficiaries or those in power behind the scam issue are also difficult to work with.
"The commission needs to make a thorough assessment and show the punishment to the perpetrators and the perpetrators behind this scam."
Secretariat C.B.f.B. The Secretariat collects evidence and identifies suspicious signs by following legal procedures, monitoring, supervising, and evaluating the implementation of the measures put in place by the Secretariat.B.ch.B.Necessary interventions to promote the implementation of the measures put in place by the c.B.ch.B. and cooperate with relevant countries.
The ruling further said: "The Secretariat cooperates, coordinates, and promotes ministries, institutions, units, subnational administrations and capacities involved in completing suppression operations and combating technological fraud, as well as directing special intervention units in completing various operations after receiving the unanimity principle from the Chairman of the Commission.B.Oh no.B.".
